摘　　要：县域公共文化建设是实现地区全面发展的必然要求,发展贫困县公共文化服务具有重大而深远的价值意义。内蒙古贫困县公共文化服务水平低下,地方政府应重视公共文化服务的独特作用,厘清所面临的阻碍因素,树立科学文化发展观,系统推进地方公共文化服务建设进程。County public culture construction is the necessary requirement of regional overall development, development of counties in public cultural services has great and far - reaching significance. County of Inner Mongolia low level of public cultural services, local goverument should pay attention to the unique role of public cultural services, clarifying the obstacles faced, set up scientific and cultural development, promoting the construction of local public culture service system process.
