摘　　要：调研铁路通信资源的现状及其具备的优势,分析高速铁路通信资源项目的开发模式和相关风险,并给出了后续工作方案和建议。开发高速铁路通信资源,有利于盘活高铁冗余的存量资产,可以很好地适应铁路业务转型,为铁路多样化经营提供承载平台,为铁路总公司能带来较大的社会效益和经济效益。This paper investigates the present situation and advantages of railway communication resources, analyzes the development modes and relevant risks of high speed railway communica- tion resource projects, and finally gives the follow-up work plan and suggestion. The develop- ment of high speed railway communication resources can help revitalize the redundant stock as- sets of high speed railways and adapt to the transformation of railway business and also provide a platform for the diversified operation of railways and will bring greater social and economic bene- fits to China Railways Corporation.
