摘　　要：中国共产党的十八大报告和十八届三中全会的决定都提出要"优化行政区划设置"。作为一种正式的制度供给,中国现行行政区划由于历史局限难以满足全面深化改革总目标的要求。本文系统考量优化行政区划的价值目标、制约因素和推动力量,提出增省减层优化中国行政区划的现实路径。Both the 18 th National Congress of the Communist Party of China and the Third Plenary Session of the 18 th Com-munist Party of China（CPC） Central Committee required ＂optimization of administrative division＂. As a formal institutional supply,the current administrative division in China has historical limitations in contrast with the overall goal of deepening the reform com-prehensively. The value goals, inevitable demands and science benchmarks of optimization of administrative division, the key factors that influence the span of control and the size of the jurisdictional area of the government in an administrative region, three thrust forces of economy, society and politics, have been analyzed in this article. Reduction of administrative layers by provincial division is a realistic choice of the optimization of administrative division in China.
