从“慈善救济”到“权利保障”——上海养老服务供给中的政府责任转型

摘　　要：政府在养老服务供给中的责任转型是政府公共服务责任变迁乃至政府职能变迁的一个缩影。本文考察了上海养老服务供给的历史传统与老龄化进程中政府养老服务供给责任的变迁过程,将上海养老服务供给中政府责任的变迁概括为政府责任整体形态由"慈善救济"向"权利保障"的转型,并分析了其转型的动力机制和"权利保障"型养老服务供给的实现方式。随着政府养老服务责任形态由"慈善救济"向"权利保障"的转型,政府所面临的新挑战是,如何实现对养老服务多元供给主体的有效协调和对养老服务供给市场的有力调控,并成为一个向社会购买养老服务的"聪明的买主"。This essay focused on the government＇s changing role in providing services for the elderly in Shanghai. Summarizing the changing process of Government＇s role as a transformation from ＂giving succour＂ to ＂protecting rights＂, this essay analyzed the stimulation of the transformation as well as the realization of ＂protecting rights＂. It comes to the conclusion that the transformation of Government＇s role is driven by the ever increased demands of service in the Age of Aging. As to protect the rights of the senior citizens, the Government in Shanghai has taken a set of measures to improve the providing of service for the elderly. Actually, as to protect the elder-ly＇s rights, the Government is coming to the new challenge of integrating the advantages of all the multiple providers of services as well as acting as a smart buyer.
