教育和医疗消费中的公共制度与人的发展的制度条件

摘  要:人的发展条件包含教育和医疗消费中的充裕性和公平性,然而现实中这两个服务产品的分配却有着显著的非均衡的差异化状态。消除人的发展条件的差异化,让每一个社会中的人都有平等发展的机遇,这是政治学和经济学都力图寻找的目标模式,也是政治家和社会管理当局寻求的社会结构。通过一些制度安排,来规范和约束人的发展条件,力图在制度层面上让人的发展的制度条件趋于均等化,这是人的发展条件均等化的一个重要内容。但是均等化不等于在任何需求和供给层面不容许差异化,这是拘于各地方财政支出本身就是差异化的必然结果,而且教育和医疗服务消费需求差异化的存在,为供给多元化提供了设计制度之可能,或许是解决整体上和结构上这两类服务产品供需缺口的一个机遇,制度安排不妨顺势而为,也给这种多元化供给的机制提供一个制度上的认同。The human's development condition contains sufficiency and equity in education and health care. However, the distribution of these two service products is in the significant non-equilibrium state. The goal of the political science and economics are trying to find and the social structure of the political and social management authorities trying to seek is to eliminate the difference of human development conditions so that every person in the society can have equal opportunities for development. Through some institutional arrangements, to regulate and restrict the development conditions of people and trying to make people's development in the system level tends to be equal, is an important part of the equality of human development conditions. But equal doesn't mean in any demand and supply level has no differentiation. This is an inevitable result based on the differences in the local fiscal expenditure. And the existence of the differences in the education and health services consumption demand provide the system design with diversified supply possibilities. It may be an opportunity to ease the gap between supply and demand of the two kinds of products and services. Institutional arrangements should also provide a system of identity to the diversified supply mechanism.
