我国城镇化进程中的农村土地流转障碍因素和金融支持策略

摘　　要：在我国城镇化建设进程中,土地流转受到诸多因素的制约。文章通过对障碍因素的梳理,划分了五大类综合性因素,包括农民传统观念上的障碍、土地权责制度上的障碍、流转交易程序上的障碍、社会保障体系上的障碍和金融支持体系上的障碍。文章进而细致解读了金融支持障碍的五类表现,建议:深入调查,准确掌握土地流转的金融需求;突出各级政府在土地流转金融支持中的主导地位;鼓励多类型金融机构参与土地流转,健全现有的金融支持体系;创新金融支持策略,简化金融支持流程,完善金融支持服务。In the process of China＇s urbanization, the land transfer is restricted by many factors, Through the obstacle factors, five kinds of comprehensive factors are pointed, including： the barriers of the traditional concept of farmers, land rights and responsibilities system barriers, obstacles on the transfer of the barriers to the social security system, financial support system barriers. And then five categories of performance are deeply analyzed for interpretation of the financial support. Finally, from four aspects： in-depth investigation; understanding the financial needs of land transfer; govemment＇s function in financial supporting and financial innovation, the financial support strategy of promoting land transfer is given.
