摘 要:在城乡一体化进程中,如何保障农民土地权益不受侵犯,如何改革创新、合理设计、保障农民"土地权益",这是城乡一体化进程中必须解决的关键问题。在我国城乡一体化进程中,存在农村土地流转规模有限、宅基地流转受限、政府垄断土地供应市场、农民缺少利益表达权等问题。我国应从完善农村集体土地所有权制度、合理界定农村建设用地价值、规范宅基地流转机制和制定科学的集体土地征收补偿标准四个方面构建科学合理的制度体系,实现农村集体土地效益最大化,切实保护农民合法的土地权益,推进我国城乡一体化进程。In the process of urban and rural integration, how to protect the rights and interests of farmers' land, how to refbrm and innovate, reasonable design and safeguard the farmers' land rights and interests, are the key issues to be solved in the process of urban and rural integration. In the process of urban-rural integration, there are problems such as limited scale of rural land circulation, limited circulation of rural residential land, the government monopoly of land supply market, the lack of interest expression. We have to construct a scientific and reasonable system in aspects of improving the rural collective land ownership system, reasonable definition of rural construction land value, regulate the transfer mechanism and the development of scientific collective land requisition compensation standard. We should realize the rural collective land benefit maximization, effectively protect the legitimate rights and interests of farmers, and promote the process of China's urban and rural integration.
