行业协会承接政府职能转移的作用类型及其实现机制:一项多案例研究

摘　　要：基于"会员逻辑"和"影响逻辑"、"市场支持性"活动和"市场补充性"活动等相关理论,用"会员覆盖率"、"会费缴齐率"、"沟通多样化程度"、"外部市场开拓"、"国际诉讼"五个指标考察协会会员服务,"行业信息调研和统计"、"行业信息咨询和人员培训"、"行业发展规划编写"、"行业评比评奖"四个指标考察政府职能转移承接。通过多个案例的比较发现,行业协会在承接政府职能转移中存在三种类型,分别是政府导向型、企业导向型和政府-企业双向型。行业协会领导人的工作意愿、个人能力和背景决定协会获取资源的能力。内部资源的获取由协会对会员服务所决定。外部资源的获取受协会与政府的关系、职能部门的观念和意愿两方面影响。Business association is an important factor of national governance and the development of the society. New Overall Scheme of Separating Industry Association Chamber of Commerce from the Administrative Organization explicitly requests to clarify the functions of the administrative power by government and business associations, and speed up transferring the function that be undertaken by the business association. Business association plays an important role in cooperating between government and enterprise, market management and social governance, such as promoting economic development, social management and accelerating the process of democratization. There are two kinds of functions---the membership service, and the transfer of government functions. Membership service refers to the services that the business association provides for attracting members . Undertaking the transfer of government function refers to the business association undertakes some industry management that should be performed by the government, or previously performed by government actively or passively for obtaining government support. This article assumes that the membership service, business association leaders＇ work will, personal ability and work background, the relationship between industry association and government departments, the ideas and willingness of government departments are four factors in undertaking the mechanism of the transfer of government function. Based on theories such as ＂the logic of membership＂ and ＂the logic of influence＂, as well as ＂market-support＂ and ＂＇market-complementation＂, the paper uses five indexes -- ＂membership coverage＂, ＂the payment rate of membership due＂, ＂communication diversification＂, ＂external marketing＂, ＂international litigation＂ to investigate the service for members and four indexes-- ＂researches and statistics＂, ＂consulting and personnel training＂, ＂industry development planning＂, ＂the appraisal industry awards＂ to analyze the undertaki
