摘　　要：大学治理是我国高等教育体制改革的重要内容。我国大学治理是党政领导下的治理,是一种授权治理,具有从属性、补充性和学术性三重属性;我国大学治理改革的目的是为了提高各方办学主体的参与度,遵循大学的规律办学,进而建立党、政、学权力平衡治理体系,建立教授治学和学术自由的实践机制,建立院系自主办学体系,以提高办学质量;我国大学治理采用的是一种嵌入式治理模式,即在现行的大学领导管理体制中,嵌入一些治理机制。战略规划是一种现代治理策略,是一种能够集中全校师生员工的智慧来办学的治理手段,其灵魂是战略。只有采用蕴含科学战略的规划,才能实现有效治理,促进高等教育与大学的跨越式发展。University governance is an important part of higher education system reform in China. Under the leadership of the party and government,it′s empowered with three attributes,including subordination,supple-ment and academic natures. For the purpose of governance,it is to improve our participation and follow the rules of the university management,keep the balance between party,government and university,and establish the practice mechanism of professors running university,academic freedom,and autonomous managing of the facul-ties,so as to increase our running levels and qualities. The governance model of the university is a kind of em-bedded control,which is to put some governance mechanisms in the current university management system. In addition,strategic planning is a kind of modern management,a new way of running a school with the wisdom of the whole staff and students,whose core is strategy. Only by adopting strategic planning can we manage effec-tively,and promote the development of higher education and universities greatly.
