工农国家须防止“社会公仆变为社会主人”——经典作家反对腐败和加强廉政建设思想对中国共产党反腐倡廉建设的启示

摘　　要：马克思、恩格斯对资本主义制度下的腐败行为进行了深刻的揭露和批判,赞扬和主张巴黎公社式的普选制、撤换制以及付给公职人员同工人同样数额的工资。列宁在准备十月革命和苏维埃政权建设过程中不断地强调吸取巴黎公社的经验以进行苏维埃政权机关的建设,主张采取"多种多样的自下而上的监督形式和方法",防止"社会公仆"变为"社会主人"。马克思、恩格斯、列宁等经典作家关于反对腐败和加强廉政建设的思想,对于当前中国共产党加强反腐倡廉建设具有重要启示意义。Marx and Engels profoundly expose and criticize the corruption under capitalist system,while praising and supporting the Paris Commune-like universal suffrage system,replacement and equal pay for civil servants and workers.In preparing for the October Revolution and in the course of building up the Soviet power,Lenin constantly emphasizes absorbing the experience of the Paris Commune in the construction of the Soviet authorities,advocating the employment of＂various forms and methods of bottom-up supervision＂to prevent＂public servants＂from turning into ＂social masters.＂Their thoughts are of great significance for China＇s contemporary movement of anti-corruption and clean governance.
