摘  要:新型城镇化是一项"以人为核心"的系统的、复杂的工程。土地是新型城镇化发展的物质基础之一,农村土地流转的规模和速度,很大程度上决定着城镇化进程中农村人口向城镇转移的规模。但当前我国的农村土地流转存在产权不清晰、土地流转价格缺乏统一的定价标准、进行土地流转后农民收入不稳定、农民身份转化难等问题。这些因素使农村土地的流转效率大打折扣,也阻碍了人口城镇化的进程。因此,政府一方面需要通过宏观调控控制土地流转速度和规模,保障城镇能够吸纳农村土地流转后转移出来的剩余劳动量;另一方面需要进行微观调控界定土地市场价格、明确土地产权、完善土地流转制度,同时也应该依托新型城镇化建设,实现农民向市民的转化,助推土地流转。The new urbanization is a complex and systematic "human-cored" project. Land is one of the basic materials of the development of new urbanization, the scale and speed of rural land transfer determine the transfer of rural population to urban in the process of urbanization. Somehow, there are still problems existing in rural land transfer, such as the current China's rural land property rights is not clear, the land transfer price is not clear, farmers' income is not stable after land transfer and famers are hard to merge into the urban life. Such factors make the efficiency of rural land transfer low, as well as constrain the population urbanization. Therefore, the government should macro control the scale and speed of rural land transfer so as the surplus labor can be absorb by the cities and towns, in addition, the government should make micro regulation on land market, clear the land property rights, perfect the system of land transfer by new urbanization.
