城市公用事业社会资本市场准入规制创新探析

摘　　要：近年来,随着城镇化发展速度的加快,城镇居民对城市基础公共设施要求不断提高。在全球经济下行压力巨大的背景下,政府与社会资本合作(PPP)进入公共事业市场对于有效缓解政府财政支出压力和提高公共事业市场运行效率有重要作用。然而,在PPP项目运行的过程中,由于缺少科学合理的准入政策体系以及过度夸大PPP项目的融资能力,导致政府与社会资本合作项目出现了众多问题。该文在PPP项目进入公共市场效率导向的基础上,分别从"由谁进入"、"进入多少"、"如何进入"等三个方面分析了我国的市场准入政策体系,提出建立城市公共设施资质标准和管理体系、合理控制社会资本进入规模、扩大社会资本多元化进入机制、基于项目建设情况完善城市公用事业PPP项目的匹配机制、以特许经营为核心避免使用协议和拍卖形式等具体建议。In recent years,with the accelerated pace of urbanization,the urban population of urban public infrastructure requirements are improving constantly,with the global economic downturn under pressure enormously,cooperation between the Government and social capital（PPP）can be ease the government spending and improve operational efficiency of the market for public utilities.However,in the period of PPP project,due to lack of the scientific and rational access policy system and exaggerated PPP project financing capacity,resulting that many problems in the government and the social capital cooperation projects.This article based on PPP projects into the public market on efficiency-oriented,from ＂ who enter,＂ ＂enter the number,＂ ＂How to enter the＂ three aspects to analysis the market access policy system,proposed the establishment of qualification standards and urban public facilities management system reasonable,control of social capital into the scale reasonably,expand social capital diversified into the mechanism,improve the matching mechanism of urban public utilities PPP projects based on the project construction,carry out system designed to avoid the use of the core franchise agreement and auction.
