摘  要:加州地区高等教育体制完整而发达,是美国高等教育的杰出代表。本文以加州地区教育法案和各大学章程为基础,分别研究了加州大学、加州州立大学、加州社区学院、加州私立大学四大教育系统的高等教育治理结构特征。研究表明,加州地区高等教育公共治理结构具有组织松散、层次清晰、权力制衡、共同治理等基本特征,未来发展的趋势是进一步提高教育政策的稳定性、治理职责的明晰度、治理理念的创新性、治理行为的透明度和治理结构的简洁度。The higher education system of California Area is a complete and advanced system, which is an outstanding representative of American higher education. Based on the California Education Act and the regulations of the University, this paper studies the governance structure characteristics of Cali- fornia higher education, including four education systems: California University, California State Uni- versity, California Community College, California private university. The research shows that the public governance structure of higher education in California has the basic characteristics, such as loose organization, clear hierarchy, power balance and common governance. The future development of higher education should be further improved the stability of education policy, the clarity of govern- ance responsibility, the innovation of governance idea, the transparency of governance behavior, and the simplicity of governance structure.
