我国卫生资源配置效率的省际差异分析

摘　　要：目的分析我国卫生资源的配置情况及效率,提出提高卫生资源配置效率的相关建议,为政府制定卫生经济政策提供相应的决策参考。方法从卫生资源投入与产出的角度,运用因子分析与聚类分析法测算2010年我国31个省市卫生资源配置效率。结果全国31个省市中,20个省市卫生资源配置总量低于全国平均水平,19个省市卫生资源配置效率低于全国平均水平,只有不到30%的省市综合得分优于全国平均水平。结论我国各省市卫生资源的配置总量与各地区经济发展情况基本一致,卫生资源配置效率整体情况堪忧,部分经济发展好、卫生资源配置较好的地区,其卫生资源配置效率反而越差。建议从顶层设计上完善区域卫生规划,对经济欠发达地区给予相应的政策倾斜,在政府调控的基础上适当加强市场调节。Objectives To analyze the situation and the efficiency of health resources allocation in China and propose related suggestions to enhance the efficiency of the health resources allocation.Methods From the perspective of input and output of health resources,factor analysis and clustering analysis method was used to measure the efficiency of health resource allocation in 31 provinces of China in 2010.Results The total quantities of health resources allocation of 20 provinces were lower than the national average level.The efficient of health resource allocation of 19 provinces were lower than the national average level.The overall scores of less than 30% of the provinces were better than the national average level.Conclusions The regional economic development is in accord with the total quantities of the health resources allocation.The overall situations of the health resources allocation efficiency are worrying.The efficient of health resource allocation is inefficiency in some developed areas where the health resource allocation is better.
