公平视域下黑龙江省医疗保障制度存在的问题及对策

摘　　要：现阶段黑龙江省实行的是3种医疗保障制度独立运行的模式,虽然实现了全民医保,仍存在公平性缺失的问题,原因主要是相关规定不健全、经济发展水平限制、卫生支出比例不合理、多种医疗保障模式并存。因此,有必要遵循公平性原则,制定精细化医疗保障管理办法,建立城乡一体化医疗保障制度,使其更加适应居民的医疗保障需求。Recently,the major form of health care is the system separation of medical care insurance. Although this form has solved problems including the medical care＇s covering all residents and all the urban and rural residents＇ enjoying the basic medical system,it still has some problems of unfairness. The reasons of these problems includes the defect of regulations,the restriction of regional economic developmental level in Heilongjiang,the irritation of health spending proportion,and the independent implementation of a variety of medical care insurance system.For adapting the health care demand of urban and rural residents,it＇s necessary to follow the principle of fairness,elaborate medical security management measures,and integrate the urban and rural medical care system.
