摘  要:供水行业的传统定价是以地域性供水垄断企业的个别成本为基础。这种定价机制过于依赖个别企业的成本信息且不考虑供水企业的运行效率,不利于合理水价的形成与水资源配置效率的提高。标尺竞争理论为克服这种弊端提供了解决之道。通过对标尺竞争理论模型的简单描述与进一步拓展,深入探讨中国供水行业标尺竞争体系的设计问题,并初步构建了水权交易背景下的中国供水定价模型。The conventional pricing of water supply industry was based on the individual cost of regional monopoly enterprise of water supply. This kind of pricing mechanism excessively relied on the cost information of individual enterprise without considering the operation efficiency of water supply enterprise, which did harm to the formation of reasonable water price and handicapped the increase in allocation efficiency of water resource. Yardstick competition theory provided the solution. From the simple statement and further development of yardstick competition theory model, this paper deeply discusses the design issue of yardstick competition system of China's water supply industry, and preliminary builds China's water pricing model under the background of water right trade.
