摘 要:基于1983~2013年生产成本收益数据,运用DEA-Malmquist指数法对河南烤烟生产效率进行了实证分析。结果表明,河南烤烟全要素生产率(TFP)总体水平偏低且呈波动下降趋势,其下降来源主要是技术进步;TFP来源与全国类同,但技术进步趋缓对TFP的影响更为显著;河南烤烟生产综合技术效率的变化态势与全国平均相比略有差异,但其主要来源均是纯技术效率而非规模效率;2013年河南烤烟生产处于规模报酬递减阶段。建议通过强化技术创新、稳定种植面积、适度提高种植规模、创新烤烟生产组织模式等途径提高河南烤烟生产效率。Based on data of leaf tobacco production cost-benefit from 1983 to 2013, Empirical analysis on flue-cured tobacco production efficiency was conducted using DEA-Malmquist index. Results showed that the overall level of total factor productivity(TFP) of flue-cured tobacco was low and displayed a downward trend in volatility, in which technical progress was the main factor. The source of TFP in Henan was similar to that of the whole country, but the slow technical progress had more significant effect on TFP. The trend of comprehensive technical efficiency of flue-cured tobacco production in Henan province was slightly different from that of national average, which mainly resulted from pure technical efficiency instead of scale efficiency. Returns to scale for flue cured tobacco production in Henan decreased in 2013. This paper proposed to enhance production efficiency of flue-cured tobacco by such measures as strengthening technological innovation, stabilizing flue-cured tobacco planting areas, properly enlarging planting scale, and innovating organization mode.
