摘　　要：我国工业化、城镇化、信息化和农业现代化进程的不断加快,为农村土地流转和农业适度规模经营创造了条件。保定市山区县农村土地流转的实践具有一定的代表性,反应出当前农村土地流转的特点及存在的问题。进一步强化政府职能,积极探索农村土地流转的有效形式,规范管理服务机制,加大宣传力度,落实配套保障,是保障农村土地流转合法有序高效的客观要求。Chinaˊs industrialization, urbanization, modern-ization and agricultural information system becomes more and more perfect,it creates the conditions to rural land cir-culation and agriculture moderate scale management. The practice of the rural land circulation in Baoding mountainous area reflects the characteristics and existing problems of the current rural land circulation. It proves measures which strengthen the functions of the government to explore an ef-fective form of rural land circulation, standardize the man-agement service system, increase the propaganda and imple-ment policy, which are the objective requirements to guaran-tee rural land circulation legitimate, orderly and efficient.
