摘　　要：现阶段湖南经济社会发展与资源环境矛盾非常突出,"两型社会"建设需要资源有偿使用和生态补偿制度来保证。湖南资源有偿使用和生态补偿制度建设的驱动机制包括"两型社会"建设的融资驱动、政府职能转变驱动、"两型社会"建设的制度创新驱动和立法驱动。湖南资源有偿使用和生态补偿制度的市场化发展,需要在市场、法律制度和政府三个层面加强建设,以市场为主导,以法律制度为保障,更好地发挥政府的监督和调控作用。At present, the contradiction between s economic and social development and resource environment is obvious, the construction of two-oriented society needs resource paid use and eco-compensation system. The driven mechanisms of Hunan＇s resource paid use and eco-compensation system include financing, transition of governmental functions, institutional innovation and legislation. Hunan＇ s market-driven development of resource paid use and eeo-compensation system needs to work through market, law and government, forms market dominance, law guarantee and government supervision and adjustment.
