摘　　要：本文运用DEA模型对陕西省制造业企业科技创新的研发效率,价值化效率进行了研究。研究结果表明,医药制造业企业的价值化效率达到了DEA有效,但是研发效率较弱;小型企业的研发效率和价值化效率均达到了最佳;而大型国有企业普遍存在投入冗余,资源分配不合理的问题。所以医药制造业企业应充分利用产学研相结合创新模式的优势,获取外部创新成果;充分发挥小型企业资源利用率较高的优势,鼓励大众创业,有效激发社会创新活力;政府应稳步推进大型国有企业改革,充分发挥市场的决定性作用,提高大型国有企业的资源利用效率。Based on DEA model to study the efficiency of scientific and technological innovation of manufacturing enterprises in Shaanxi province. The results show that the value of pharmaceutical manufacturing enterprises is effective, but the efficiency of research and development is weak; the efficiency and value of the development of small enterprises are the best, while the large state-owned enterprises are generally put into the problem of the unreasonable allocation of resources. Therefore, pharmaceutical manufacturing enterprises should make full use of the advantages of cooperation between enterprises and universities innovation mode to obtain external innovation results;encourage public entrepreneurship, effectively stimulate the vitality of social innovation, and steadily push forward the reform of large state-owned enterprises, from the ＂＇management of enterprises＂ to ＂management of capital＂, and establish a market oriented modern enterprise system.
