摘　　要：文章通过对上海外滩踩踏事件官方微博发布过程的研究,运用修辞学和危机传播理论探讨网络新闻发言人在突发事件中的发言策略和话语修辞。作者认为:事发前,网络新闻发言人要有危机预警意识,提前做好安全预警工作;事发中,要"第一时间"抢占舆论制高点,注重话语修辞引导;事发后,要加强与各部门联动,注重人文关怀。This article researches the Shanghai Bund stampede official microblogging publishing process,and discusses the network spokesman＇strategy of statement in emergencies using rhetoric and crisis communication theory.The author argues that prior to the incident,the network spokesman should have a sense of crisis and give the early warning; and during the incident,he should seize the high ground of public opinion at the first time,focusing on the Rhetorical Discourse guide; and after the incident,he should strengthen cooperation with all departmental interaction,focusing on humane care.
