摘　　要：运用中国2004-2013年省际面板数据,从生态资本外部性特征的视角,考察生态资本对人力资本积累与创新的影响。实证研究结果表明:生态资本能够显著促进人力资本积累;生态资本并不能直接引致创新效率提高,生态资本的创新效应主要体现在其外部性上,人力资本积累是生态资本创新效应的主要渠道。生态资本创新效应的作用机制主要包括三个方面:第一,生态资本有助于提高健康人力资本,提高创新水平;第二,生态资本有助于人力资本集聚,提高以社会网络与相互沟通为特征的社会资本,推动整个社会创新的灵感;第三,生态资本可以提升幸福感,提高个体在工作中的创新与创造能力。需要加大生态资本投资以及人力资本投资以推动绿色发展与创新发展。By making use of the panel data of 31 provinces in China from 2004 to 2013, this paper investigates the impact of ecological capital on the accumulation and innovation of human capital from the perspective of the externality of ecological capital. The results of this empirical study show that the ecological capital can improve the accumulation of human capital. Ecological capital cannot directly lead to the im provement of the innovation efficiency, its innovative effect is mainly reflected on its externality; human capital accumulation is the major channel of the innovative effect of ecological capital. The mechanisms of the innovative effect of ecological capital mainly include three aspects： firstly, ecological capital can improve the health human capital, so as to improve the innovation level; secondly, ecological capital can help to aggregate human capital and improve the social capital with the characteristics of social network and intercommunication, so as to promote the innovative inspiration of the whole society; thirdly, ecological capital can also improve people＇s awareness of happiness, so as to improve the innovation and the innovative ability of individuals in their work. It is necessary to invest more in ecological capital and human capital so as to promote the green development and the innovative development.
