摘　　要：政治传播是政治信息的流动过程。因此,政治传播的内容可以笼统称为政治信息。政治传播中流动的主要是"观念形态"和"潜在形态"的政治信息。观念形态的政治信息主要是意识形态,潜在形态的政治信息主要是政治价值和政治文明。把政治传播内容设想为一个圆,其表层结构是意识形态,中层结构是政治价值,深层结构是政治文明。在传播的过程中其三层结构的"可传播性"程度也不一样,区别其可传播性对于政治传播实践具有现实意义。Political communication is a process of diffusion, acceptance, identification and in- ternalization of the political information in a certain political community. It is the flow of political in- formation within the political community and among its members. Therefore, the content of political communication can be generally referred as political information. However, the information flowed mainly takes the form of ＂ideas＂ and ＂potentials＂ in political communication, which are ideology, political values and political civilization respectively. By considering the content of political commu- nication as a circle, ideology would be on the surface of the structure with political values in the middle and an underlying political civilization. For this reason the ＂transmissibility＂ of each level varies differently in the process of political communication. It has realistic meaning to distinguish its transmissibilities for political communication practices.
