摘  要:针对海事巡逻船配置数量多、配置方法匮乏的现状,开发了一种基于海事辖区面积、特点、风险、巡航任务、监管要求的海事船舶配备数量计算方法。该方法引入监管面积覆盖函数,推导出配船数量与监管要求之间的函数关系;引入了海事辖区形状对计算监管覆盖面积的影响函数,建立了基于辖区面积、形状确定配船数量的近似计算公式。案例计算结果表明:用该方法得出的船舶配置方案能够充分考虑现代执法装备的运用效果,合理确定船舶需求数量,有助于科学规划海事船队规模,具有实用性和科学性。适当调整计算公式中的参数,该方法原理和程序也适用于内河水域海事船舶、海警船舶以及类似公务船舶配置数量的测算。At present there are numerous patrol boats but a configuration method is few. Thus,a distinct approach to quantifying the allocation of coast guard patrol boats has been worked out based on the area,features,risk,patrol task,and supervision requirements of a given administrative area. This approach introduces an area-coverage function to derive the functional relation between the quantity of patrol boats and supervision requirements,as well as an impact function that maps the influence of the surface shape of an administrative division onto its area,so as to establish an approximation formula for quantifying patrol boats based on the area's size and shape. A case study shows that the approach can reasonably reflect the quantity of patrol boats by comprehensively considering the application effect of modern supervision equipment. This approach helps to scientifically and practically plan the allocation of patrol boats. The principle and procedure of the approach can also be used in quantifying inland ships,coast guard ships,and public service ships of a similar category.
