论欧盟外交事务与安全政策高级代表的法律定位——基于对外关系权能“一致性”的分析

摘　　要：欧盟对外关系权能由经济领域拓展到政治领域,呈现"一致性"的趋向。《里斯本条约》设置了欧盟外交事务与安全政策高级代表,作为欧盟对外事务和安全政策的职能机构,是欧盟对外事务和安全政策的协调者和执行者,而且与主权国家和其他国际组织的对外交往部门有所不同。高级代表的设置提升了欧盟对外交往的能力,提高了欧盟的影响力,推进了国际法治的实现,也推动了国际组织法的发展。The powers and functions of EU＇s foreign relations expands from the economic field to the political field,showing the trend of＂consistency＂.Lisbon Treatysets EU High Representative for Foreign and Security Policy as an functional organization,which serves as a coordinator and executive and is different from the foreign affair departments in the sovereign nations and other international organizations.The establishment of High Representative enhances the ability of EU＇s foreign exchanges,improves EU＇s influence and promote the realization of the international ruling by law and the development of international organization laws.
