摘　　要：对城市社区组织民主治理状况进行绩效评估是完善城市社区民主治理、提高城市社区治理绩效的内在要求。文章根据我国当前城市社区民主治理的发展状况,在借鉴国内外各种民主治理绩效评估体系基础上,以绩效评估理论、公众满意度理论、民主绩效等理论为依据,通过专家咨询法对指标进行隶属性分析和筛选,最终形成一套逻辑体系完整、指标适用、设计科学的城市社区民主治理绩效评估体系。该评估体系包括城市社区民主治理评估目标、评估主体、评估原则、评估内容和指标设计五大部分,其中指标设计包括民主维度、财务维度、公众维度、社区学习与成长四大维度74项指标。The performance evaluation on urban community organizations＇ democratic governance is the intrinsic request of improving urban community democratic governance and enhancing its performance. According to the current development of urban community democratic governance in China and drawing lessons from a variety of performance evaluation systems of democratic governance at home and abroad, the paper builds a set of performance evaluation system of urban community dem- ocratic governance with logical system integrity, applicable index and scientific design, which is based on performance evalu- ation theory, public satisfaction theory and democratic performance theory, and makes a relationship analysis and selection of index by the expert consultation.
