广东省中医药预防保健服务效率的DEA评价与分析

摘　　要：[目的]对广东省中医药预防保健服务体系的服务效率进行分析评价,发现影响效率的主要原因并提出建议。[方法]以广东省内21个提供中医药预防保健服务的卫生服务机构为例,运用DEAP 2.1软件建立DEA数据模型,进行分析评价。[结果]广东省21所提供中医药预防保健服务的卫生服务机构的总体效率、纯技术效率和规模效率分别为0.900、0.928和0.970,其中DEA有效的单位有10家,纯技术效率有效的单位有14家,规模报酬不变的单位有12家,规模报酬递增的单位有5家,规模报酬递减的单位有4家。[结论]构建的中医预防保健服务绩效评价指标体系总体上是有效可行的,在今后的研究中可进一步拓展研究对象。Objective To evaluate and analyze the efficiency of TCM-health-care system in Guangdong,find the reasons of influencing the efficiency and provide decision-making references. Methods Took 21 TCM-preventive-health-care service units in Guangdong as samples,using the DEAP2. 1 software to establish DEA data model. Results The averaged total efficiency,technical efficiency and scale efficiency of these health services were 0900,0928 and 0970 respectively. There were 10 of these units could be categorized as effective units,14 of them were technical effective and 12 of them were in constant returns to scale. There were 5 of them in increasing returns to scale and 4 in decreasing returns to scale. Conclusions It is effective and feasible to construct the evaluation index system of TCM-health-care system,and we should expand the research object in future research.
