摘　　要：制药企业实施生态工程,不仅关系到人民群众的生命与健康,还关系到利益相关者的共生。生态工程作为一项复杂的系统工程,旨在提高制药企业可持续能力与生态管理绩效,促进制药企业与利益相关者共生、共荣与共赢。制药企业通过实施生态工程,构建制药企业与利益相关者新型的共生模式与机制。制药企业及其利益相关者在发展循环经济的背景下,应坚持"尊重生命,维护生态"的理念,树立"良心、良知、良能"等良善价值观,全面推进清洁生产,贯彻ISO14000环境管理,共同参与环境保护。这需要政策引导,法律推动,围绕制药企业生态工程的实施,完善激励性规制,从伦理与制度两个维度,促进制药企业及其利益相关者建立良善的共生模式与共生环境。The implementation of ecological engineering among pharmaceutical enterprises not only relates to people＇s life and health, but also influences the symbiosis of stakeholders. As the complex system engineering, ecological engineering aims to improve the sustainability capacity and ecological management of pharmaceutical enterprises, and promote the symbiotic, co-existence and co-prosperity relationship between pharmaceutical enterprises and stakeholders. Pharmaceutical enterprises build the symbiotic mode and mechanism with stakeholder by the implementation of ecological engineering. In the background of developing recycling economy, pharmaceutical enterprises and their stakeholders should adhere to the concept of ＂the respect for life, the maintenance of ecology＂, establish the goodness value outlook of ＂conscience, inwit, intuitive ability＂,comprehensively advance clean production, implement ISO14000 environmental management policy, and participate in environmental protection. The policy guidance and law promotion are required to improve the incentive mechanism during the implementation of pharmaceutical enterprise ecological engineering, and then push pharmaceutical enterprises and their stakeholders to build good symbiotic mode and symbiotic environment from the dimensions of ethics and system.
