农村正规金融发展:政府行为、农村经济与社会资本

摘　　要：基于1998—2013年长三角地区16个核心城市的数据,通过动态面板数据模型的构建和系统GMM估计方法的应用,分两阶段(以2006年为界限)检验了政府行为、农村经济、社会资本等因素对农村正规金融发展的影响。研究结果表明:2006年以前,中央政府政策对农村正规金融发展规模增长的正向影响显著,对农村正规金融发展结构的作用不明显,但对农村正规金融发展效率有显著的负向影响;地方政府干预对农村正规金融结构优化有显著的负向影响,对农村正规金融发展规模、效率的作用不显著。2006年以来,中央政府政策对农村正规金融发展规模的增长、结构的优化有正向影响,但对提升农村正规金融发展效率的作用不明显;地方政府干预对农村正规金融发展规模和效率有显著的负向作用,而对农村正规金融发展结构的作用不显著。在整个研究期间,农村经济增长和经济结构优化对农村正规金融发展的诱致作用尚未显现,而社会资本和农村正规金融发展之间也没有呈现出预期中的正向关系。Based on the data of 16 core cities from 1998 to 2013,using the estimation of system GMM,this paper studied the impacts of government behavior,rural economy and social capital on rural formal financial development in the Yangtze River Delta. The results showed that the central government policies have a positive impact on the growth of rural formal financial development scale and their role in rural formal financial development structure is unapparent before 2006. But their effect on the improvement of rural formal financial development efficiency is negative. Local government interventions have a significant negative impact on rural formal financial development structure before 2006. But their effect on the improvement of rural formal financial development scale and efficiency is unapparent. Central government policies have a positive impact on the growth of rural formal financial development scale and structural optimization since 2006. But their effect on the improvement of rural formal financial development efficiency is unapparent. Local government interventions have a significant negative impact on rural formal financial development scale and efficiency since 2006. But their role in rural formal financial development structure is insignificant. Rural economic growth and economic structure optimization haven＇t appeared the inductivity effect on rural formal financial development. The positive relationship between social capital and rural formal financial development doesn＇t exist positive relationship as we anticipated.
