京外企业工会组织体制和管理模式研究

摘  要:随着北京市有序疏解非首都功能,北京市各企业集团主动实施"走出去"战略,京外企业数量和规模不断扩大,但工会组织关系和管理模式混乱,工会经费分成无政策依据。建议按照"产业和地方相结合,以地方工会管理为主"的组织领导原则,规范京外企业工会组织体制和管理模式,明确划分集团工会行业管理和地方工会属地管理各自的工作职责,并根据工作职责明确工会经费分成比例,以避免出现工作盲区和工作推诿现象。Along with easing the non-capital function of Beijing, each enterprise group of Beijing has initiated to implement "going out" strategy, expanding the number and scale of enterprises outside Beijing, but organization and management mode of trade union are in confusion, trade union funds have not any policy basis. In accordance with the principles of organization and leadership with "combination of industry and local,pay attention to local union management ", Suggestions normalize the system and management mode outside Beijing trade union organization, clear divides the respective responsibilities of the group trade union management. According to the job responsibility of trade union funds into the proportion, in order to avoid blind spot of work and work prevarication phenomenon.
