摘　　要：运用泰尔指数对江苏省主要地区的公共服务供给现状进行了测度,得出导致地区间公共服务不均衡的主要原因是地区间经济发展水平不平衡、财政状况不平衡和政府部门的政策偏好的结论。据此,提出了加快对政府部门政绩考核制度改革,把公共服务项目引入考核体系,建立地区间交流平台,优化落后地区公共服务结构,把政府的决策偏好和当地居民的实际需求结合起来等政策建议,以期为强化政府基本公共服务职能、实现城乡基本公共服务均等化提供理论支持。Using the Theil index, this essay measures the public services of the major cities in Jiangsu Province, making clear the reasons for the non equalization of these regions, that is, the imbalance of economic development, the imbalance of fiscal situation and the differences in policy preferences among these local governments. Accordingly, it puts forward suggestions as following, to accelerate the reform of the evaluation system of governments＇ performance, to introduce the public service items into the appraisal system, to establish a platform to exchange information among these areas, to optimize the structure of public services and to combine the actual needs of the local residents and the preferences of the governments＇ decision - making, so as to strengthen Jiangsu government＇ s basic public service function and provide intellectual support for the goal of e- qual basic public services between urban and rural areas.
