摘　　要：在中国国内农业格局大调整和中国成为WTO成员国的背景下 ,农业制度因素越来越重要。从近期看 ,需要重点突破两个方面的传统农业制度 ,即在粮食流通制度与土地流转制度方面进行制度创新 ,从而为 2 1世纪初期新一轮农业发展和农业农村现代化建设做好基本的制度准备。本文跟踪分析我国粮食购销市场化改革进展和土地流转新的形式 。Under the big background of the strategic adjustment of Chinese local agriculture structure and the WTO member's country with China, agriculture system factor is more and more important. At a short time, proceeding creatively system is needing by breaking the two traditional agriculture systems, namely the system in the grain circulating and the land turning system. At the same time, this is welling preparative for an great agriculture development and building rural modernization at near period of 21 century in China. This text follows research into the reform of grain marketing and the new form of land turning in China. We bring up some creative way of thinking of speeding up grain marketing to reform and promoting the land turning system.
