摘　　要：本文简要地介绍了构建企业技术联盟的特点、主要任务和组织型式。通过建立企业技术联盟，改变我国环境监测仪器设备（EMIE）生产企业技术力量不足，产业基础薄弱的现状，增强企业和EMIE产品的竞争力。建立科学的市场准入和淘汰机制，对EMIE产品进入和退出市场进行动态管理，实现EMIE产品的优胜劣汰。制订EMIE认证管理办法，对EMIE依法进行管理。采取以上措施，将使我国EMIE的质量管理跃上新的台阶。This article briefly describes the characteristics of Enterprise Technology Alliance, the main tasks and organizational types. Through the establishment of Enterprise Technology Alliance, it is dedicated to change China＇s environmental monitoring instrument and equipment （EMIE） inadequate production enterprise technology, as well as the status of weak industrial base, to enhance the competitiveness of enterprises and EMIE products. The scientific market access and elimination mechanism was established, entering and exiting market of EMIE products was managed dynamically, the EMIE products were proferred. EMIE certification formulate management methods were formulated according to law. The above measures will enable China＇s EMIE quality management to a new level.
