流域水资源保护补偿标准研究——以京冀“稻改旱”工程为例

摘　　要：文中基于水资源保护行为的成本及其在水质、水量方面产生的外部经济性构建了水资源保护补偿标准计算模型,并以密云水库上游流域"稻改旱"工程为例,对其补偿标准进行了计算和分析。计算结果显示:在不考虑家庭劳动力成本的情况下,该水资源保护行为的成本为8802.68元/hm2,补偿标准为5165.41元/hm2;若将劳动力的务工收入作为其务农的机会成本,则补偿标准为1600.60元/hm2。A water conservation compensation standard model based on the cost and positive externality in aspect of water quality and quantity was constructed in this research. The model was applied to calculate the standards of compensation for the participants of paddy field conversion program over the upper reaches of miyun reservoir.Results showed that without considering the labor costs of family members,the cost of this water conservation program is 8802. 68 Yuan per ha,the compensation standard is 5165. 41 Yuan per ha. From the perspective of social comprehensive value,the income of going out as migrant worker was treated as the opportunity cost for a farmer,the compensation standard is 1600. 60 Yuan per ha.
