摘 要:以南京西苑一个房改房社区为例,分析了物业费收缴中物业公司的收费策略及其对物业秩序和邻里政治的影响。游走在"撤出"与"被炒"之间,是物业公司常规化行动选择和物业费收缴逻辑。在此行动框架和利益逻辑下,物业公司依据业主的交费差异制造分化,并采取了依法追缴、规则运作以及拉拢积极分子、瓦解钉子户等收费策略。物业公司针对分化业主而实施的策略性收费,不但建构了具有韧性边界的物业秩序,而且依据差异政治的运作逻辑,制造了业主分化的邻里政治。如何保持韧性物业秩序和警惕物业公司对差异政治的运作,是需要加以注意的物业问题。Taking Xi Yuan Community of Nan Jing as example, this paper analyzes the fee collection strategies of property companies and their effects on property order and community's politics. During the daily fee collection, the property company usually acts between the space of 'withdrawal' and 'being fired',which consist of action framework and fee collection's logic. Under this action framework and interest logic,the company may, according to the owner of different types, take different strategies such as pressing for payment by law, operating by rules, luring by profit and treating with respect. This action selection is a dual process aiming at contract and strategies actions of owners, and it also builds the ductile boundary of conflict neighborhood politics and property order. How to keep the ductile boundary of property order stability and alert the property company to operate differently in political work is a property issue which should be reminded.
