摘 要:针对"牛栏江-滇池"补水工程通水后滇池流域水资源格局变化,从滇池流域面临水资源短缺与流域内大量处理后达一级A标准的尾水资源这一对矛盾出发,对流域内再生水资源产生及利用现状、现状利用特征及效益进行分析。研究结果表明,目前滇池流域采用"集中与分散相结合"的再生水利用模式,其中分散式再生水处理设施建设数量及处理规模呈现快速增长趋势,而集中式再生水存在丰富的潜在资源量但现状利用率较低;在不考虑再生水利用后产生回归水的情况下,2013年流域内再生水利用对污染物COD_(Cr)、TN、TP、NH_3-N的削减量分别为3365.4t、428.0t、56.2t、236.4t。从完善法规政策、严格标准体系、加强配套设施建设、创新体制机制、落实监督管理和公众参与等方面,提出了加强流域再生水利用的对策和建议。The 'Niulanjiang Dianchi'replenishment project has changed the resources pattern in the Dianchi Lake Basin. In terms of the contradiction between water resources shortage and a large number of tail water resources in the Dianchi Lake Basin,the present status of the renewable water resources and utilization were analyzed. The results suggested that the 'combining centralization and decentralization'pattern was the way of using the reclaimed water in the Dianchi Lake Basin. The number of treatment facilities of the decentralized reclaimed water treatment showed a rapid growth trend in scale. However,the highly potential water resources from the centralization treatment facilities has low utilization rate. If not considering the returning water,the removal of CODCr,TN,TP,and NH3-N from the reclaimed water were 3365. 4 tons,428. 0 tons,56. 2 tons,236. 4 tons in 2013. Finally,the countermeasures and suggestions to strengthen the use of recycled water were proposed in the Dianchi Lake Basin in the respects of improvement of policies and regulations,strict standard system,strengthening infrastructure construction,innovative institutional mechanisms,management and public participation and so on.
