摘　　要：社会与体制的双重转型带来人口老龄化的加速和家庭的持续变迁,中国家庭的养老压力加重、社会功能弱化、抗风险能力降低。然而受"家国同构"治理逻辑和"生产型"福利体制的影响,家庭政策在面临家庭困境和社会问题时应对乏力。分析家庭政策的现状及存在问题,探索家庭政策转变路径和基本框架,确立以家庭为中心、为家庭发展服务的家庭政策理念,构建一个公平、有效、可持续性的家庭政策体系,将直接关系到人民的福祉和社会健康发展。Dual transformation of social and system brings the acceleration of population aging and the continuous changes of the family,which makes Chinese family＇s endowment pressure increased,social function weakened, and the ability to resist risks reduced. However, influenced by the governance logic of ＂ isomorphic＂ and ＂ production＂ welfare system, family policy show its weakness in the face of family difficulties and social problems.To analyze the current situation and problems of family policy,explore the transition path and the basic framework of it,establish a family-centered services concept for family development,and build a fair,effective and sustainable family policy system,will be directly related to people＇s well-being and social health development.
