摘　　要：本文对黄山区集体林采伐管理制度改革进行了分析思考,针对集体林采伐管理中存在的不足与问题,提出了完善采伐限额管理、编制森林经营方案和实行林木采伐作业设计、伐区验收制度等,深化集体林采伐管理制度改革的意见和建议,为黄山区完善集体林权配套制度改革提供参考。In this paper reflections were made on reform of the management system for the collective forest felling in Huangshan District.Aimed at the existing shortcomings and problems in the felling management, some opinions and suggestions for deepening the reform were given including perfection of the felling quota management, compilation of the forest management scheme, forest felling operation design and implementation of the logging area check system to provide reference for perfecting reform of the collective forest tenure supporting system in Huangshan District.
