地方政府是否由“援助之手”变为“掠夺之手——基于592个贫困县2001～2006年数据

摘　　要：采用双重差分法(DID方法),分析了《中国农村扶贫开发纲要(2001-2010年)》的前六年对地方政府公共支出的影响。研究发现,《纲要》实施期间,国贫县的财政供养人口规模相比非国贫县增长得更慢,同时其更加注意控制行政成本,并将较多的财政资金用于促进生产建设和发展教育。由此说明进入新世纪以后,地方政府整体上并没有从"援助之手"变为"掠夺之手",更多地伸出的还是"援助之手"。It is indicated in the analysis,by use of difference in difference method,of the influence of the first six years in the Outline for the Development-oriented Poverty Reduction Program for Rural China（2001- 2010）on the local government public expenditure that during the implementation of the Outline the scale of financial support population in poverty counties is less larger than that in non poverty counties,whose attention is especially paid to the control on the administrative cost and more of their financial fund is used to promote the production and construction as well as the development of their education.And it is thus clear that entering the new century local governments somehow are not changed from thehelping handinto thegrabbing hand,and more of which is the former.
