摘　　要：从当前我国国情路情来看,全面深化铁路改革亟需一个统筹考虑、全面解决一系列深层次问题的综合改革方案。本文探讨综合改革方案中铁路路网与运营的关系、投融资体制改革、混合所有制、现代企业制度、中长期债务处理、公益性补偿机制、改革的保障机制、改革的目标与路径等八个关键问题,并简要分析八个关键问题之间的逻辑关系,供有关部门决策时参考。From the current conditions of China social-economy and its railways development, comprehensive deepening railway reform is urgently in need of a comprehensive program with overall consideration and complete solutions to a series of deep-seated problems. This study focuses on eight critical problems, relationship between railway network operation, investment and financing system reform, combined ownership, modem enterprises system, middle and long-term debt disposal, public welfare compensation mechanism, guarantee mechanism, objectives and routes of reform. And then the logic relationships among the eight problems are analyzed briefly, which can be referred to the decision-making by relevant departments and agencies.
