风险、危机、灾害的语义溯源--兼论中国古代链式风险治理流程思路

摘　　要："风险""危机""灾害"概念的萌芽可追溯至先秦时期,分别用"幾""微""危""殆""灾""难"表达,这些词的语义各有侧重,其相互关系可整合为"幾微—危殆—灾难"风险演化链;针对这一演化链,先秦文献中的"知幾察微""持危救危""御灾救荒""慎始慎终""仁政为本"等风险治理策略也呈现出以"断链"为主要手段、兼顾整个流程的链式治理特点,可为当今的风险治理提供一种思路。The concepts of risk,crisis and disaster can be traced back to the pre-Qin Dynasty when they are expressed with ji,wei,wei,dai,zai and nan.The semantics of these words focus differently.and the relationship can be integrated into the chain of risk evolution,that is,Jiwei(幾微)— Weidai(危殆)and Zainan(灾难).In view of the evolution chain,strategies of risk governance in the literature also present the characteristics of chain breakage as the primary means while taking the whole chain governance into account,which can provide a train of thought for today's risk governance.
