摘　　要：构建"内容科学、程序严密、配套完备、运行有效"的党内法规体系是十八大以来中国共产党制度建设的重要方面,是全面从严治党的根本要求。随着《中国共产党纪律处分条例》的修订,在党内法规体系中具有承上启下重要地位的条例建设逐渐成为热点的理论与实践问题。The construction of ＂scientific, rigorous procedures, complete and effective operation＂ laws and regula- tions of the Party system has been an important aspect of the system construction of the Communist Party of Chi- na since the Eighteenth National Congress of the CPC, also the comprehensively and strictly fundamental con- struction requirement of the Party. With the Revision of the Chinese Communist Party Discipline Regulations in the Party, laws and regulations system with important position of a connecting between the preceding and the fol- lowing regulations construction has gradually become a hot problemin terms of theory and practice.
