中共七大党章的历史地位再审视

摘　　要：中共七大党章是以毛泽东为核心的成熟的领导集体,深刻总结正反两方面历史经验,经过充分准备,集中全党智慧,独立自主制定的,因此它具有鲜明的特点和优点。一是首次在组织章程之前增加党的纲领,二是首次将毛泽东思想确定为党的一切工作的指针,三是首次以党章修改报告的形式对修改的党章做了系统详细的权威解释,四是首次集中明确规定了党员的义务和权利,五是首次也是唯一一次作出了有关奖励方面的规定,六是首次设立了"党的地下组织"一章。虽说中共七大党章是民主革命时期最完备的党章,但也难免存在一些不足。The Party Constitution by the Seventh National Congress was independently enacted by the mature collective leadership with Mao Zedong at the core,profoundly summarizing positive and negative historical experiences,well-preparing,and focusing on the wisdom of the whole Party,so it has distinctive features and advantages. One,it increased the Party＇ s outline before the organizing stipulations for the first time; two,it confirmed the Mao Zedong Thought as the guide for all the Party＇s work for the first time; three,it did the systematic and detailed authoritative explanation for the revised constitution in the form of Party constitution revision report for the first time; four,it stipulated Party members＇ duty and rights intensively and clearly for the first time; five,it made the stipulation for rewarding for the first and only time; six,it set up the chapter of ＂ Party＇s underground organization＂ for the first time. Although it is the most complete constitution during the democratic revolution,it had some shortcomings.
