摘　　要：清末新政是统治集团在外来资本主义的压力下,为了挽救国家、民族及统治集团自身的命运,由统治集团自身所推动的一次自上而下的改革运动。由于各种原因,改革者在政策设计上更多的关注了国家的利益,忽视了传统国家所一直重视的平民的利益。改革的价值取向对中国社会及统治集团的政治统治影响深远。Under the pressure of foreign capitalism,the ruling group of the Late Qing Dynasty started a reform—the New Deal,so as as to save the fate of the country and the ruling group. Owing to reasons,the reformers paid more attention to the benefit of the country and neglected the common＇s that the traditional countries had always focused on. The valve orientation of the reform had a profound impact on China＇s society and the political rule.
