摘  要:城市土地资源短缺、环境污染严重、利用率偏低已经成为制约城市化水平的关键性因素。选取江浙沪地区作为研究对象,探索性地运用三阶段DEA与Bootstrap-DEA方法对该地区25个城市在2009~2012年间的城市建设用地生态效率、空间格局演变及其特征进行实证分析,剥离了外部环境因素、随机误差、样本敏感性及生产前沿面完全效率状态的影响,为现实评估城市建设用地生态效率提供了更为精确可行的方法。研究结果表明:1传统DEA测度的技术效率,纯技术效率和规模效率都被不同程度地高估或低估;2自2011年以来,大部分城市的决策与管理水平都趋于成熟,但仍处于规模报酬递增阶段;3由空间演变过程来看,各城市的生态效率值在这4年间都有不同程度的提升,尤其是2011年以后,整体升幅显著。根据Bootstrap纠偏以后得到DEA排名,上海市建设用地利用水平最高,苏南地区高于苏北地区,浙东地区高于浙西地区,城市建设用地生态效率与地区经济发展水平、前期资源消耗及后期环境污染控制等多方面因素有关。Urban land shortage, environmental pollution and low utilization of urban land resources have become the main restrictions of regional urbanization level. This paper chose the 25 cities of Jiangsu, Zhejiang, Shanghai provinces as the study subjects. The three-stage DEA and Bootstrap-DEA methods were adopted to evaluate the ecological efficiency of urban construction land from 2009 to 2012. Then the spatial evolution process and characteristics of eco-efficiency were analyzed based on the empirical research. It excluded the impacts of external environmental factors, random errors, susceptibility to samples and full efficiency state on the optimal frontier, and provided a more accurate method for the objective evaluation. Three main results were drawn as follows: 1Technical efficiency, pure technical efficiency and scale efficiency estimated by the traditional DEA model are more or less overestimated or underestimated. 2Since the year of 2011,the levels of decision-making and management in most cities have tended to be mature, but scale efficiency is still at an increasing stage. 3According to the spatial evolution process, the eco-efficiency of each city has increased by different degrees during the four years. Especially it has a remarkable growth in the recent two years. Referring to the DEA ranking corrected by Bootstrap, Shanghai is the highest, south Jiangsu is higher than northern cities, eastern Zhejiang is higher than western areas. The ecological efficiency of urban construction land has a high correlation with the level of local economy, former resources consumption, and later pollution control and so on.
