摘 要:存量建设用地循环利用是破解资源瓶颈、节约集约用地的重要途径。低效用地退出是开发区产业用地循环利用的关键环节。采用实地调查和理论分析相结合的方法,在对宁波市国家级、省级开发区调研的基础上,分析了制约低效用地回购的关键问题是用地企业和地方政府的经济利益损失,深层次的根本原因是不完善的市场机制和不适当的政府干预。以宁波保税区产业用地回购为成功案例,探讨了的特殊回购背景,借鉴其成功经验,提出综合运用行政、经济、技术、法律等手段,从土地二级市场监管、用途管制、增量控制、成本约束、组织领导及考核等方面构建激励约束机制,对用地企业和地方政府同时进行管制,促进开发区低效用地退出。Recycle of industrial land is an important way to remedy the shortage of land resources and to improve land use efficiency. Inefficient land withdrawal is the key step to reuse land resources in development zone. Based on the investigation of state-level and province-level development zones in Ningbo, this paper finds that the key factor which restrict land repurchase is the lose of benefits of enterprises and local governments, and the ultimate causes are that the market mechanism is incomplete and the government intervention is inappropriate. Taking Ningbo Free Trade Zone as a successful case, after analyzing the special background and successful experiences of land repurchase, this paper suggests that the mechanism which inspires and restricts both enterprises and local governments should be established, such as the secondary land market supervision, land use regulation, construction land increment control, land use cost control, organizing and checking of inefficient land withdrawal. And administrative means, economic means, technical means and legal means should be integrated to promote withdrawal of inefficient industrial land.
