上海市某区《医疗机构临床用血管理办法》执行情况分析

摘　　要：目的通过分析2013、2014年上海市某区各医疗机构对《医疗机构临床用血管理办法》的执行情况,了解该区医疗机构的临床用血管理情况,探讨加强临床用血管理以保障医疗安全。方法根据《医疗机构临床用血管理办法》的要求,制定现场调查表对15户用血医疗机构进行实地调查,同时对医疗机构进行现场采样、贮血冰箱温度检测、血型质控测定,收集调查数据,并对数据进行分析。结果 2014年各医疗机构的临床用血管理情况较2013年有所好转,二甲以上综合医疗机构的临床用血管理状况良好,但是挂靠用血医疗机构需要加强用血管理。结论该区《医疗机构临床用血管理办法》执行情况总体较好且渐趋完善,但是卫生行政部门对挂靠用血医疗机构需要进一步加强管理,以保障临床用血安全。Objective Through the analysis on the implementation of the regulation in medical institutions in a district of Shanghai in 2013-2014, the authors aimed to understand the clinical management of blood the medi- cal institutions, and to explore how to further strengthen the management of clinical use of blood to protect medical safety. Methods Field survey was carried out in 15 medical institutions, and the field sampling, blood storage re- frigerator temperature detection, blood group quality control measurement, data collection and analysis were carried out. Results The clinical blood management of the medical institutions in 2014 was better than in 2013. The management of clinical blood use were in good condition in second grade hospitals. Conclusion The implementa- tion of the regulation in this district was overall better and becomes more perfect. TQ ensure the safety of clinical blood use, the health administrative departments need to further strengthen the management of medical institutions which rely on others.
