摘　　要：海事监管模式面临改革,船舶签证取消后,构建新的海事规费征管模式已成为目前亟待解决的问题。文中从海事规费征稽面临的社会环境与发展需求出发,分析海事规费征稽现状和存在的问题,提出海事规费征稽机制的完善和发展对策。With the maritime achninistrative mode to be refomled, to develop a new mode for maritime charges collection has become very urgent after the abolistmaent of ship endorsement. Proceeding from the social environment and development demands of maritime charges collection and inspection, the paper analyzes the existing conditions ,and problens and proposes cotmtermea.sures for improvement and development.
