摘　　要：目前,我国正从权力政府向责任政府转变。责任政府要求政府在行使社会管理职能的过程中,主动就自己的行为向人民负责;政府违法或者不当行使职权,应当依法承担法律责任。环境行政决策是政府行为,因而对环境行政决策失误的认定是追究政府责任的基础。本文从环境行政决策失误的内涵入手,认为对环境行政决策失误的界定既要依据法律和社会评价这一复合型标准,还要充分考虑决策的实质标准和程序标准是否恰当,这样,才能保证行政决策责任追究的公正与公平。At present,our country is shifting from power-focused government to accountability-focused one.Responsibilityfocused government means that the government must take the initiative to be responsible for its action in the process of exercising social management function.It should assume legal liability for any illegal action or improper exercise of authority.As environmental administrative decision-making belongs to governmental behavior,so the definition of environmental administrative decision-making misplay is the basis of accountability.From the connotation of the environment administrative decision-making misplay,this paper holds that besides the compound standard of legal and social evaluation,whether substantive standards and procedural standards are appropriate should be taken into consideration when giving the definition.In this way can we ensure the justice and equity of government decision-making accountability.
