新型智库参与公共政策制定的制度化路径研究——以公共权力为视角

摘　　要：[目的 /意义]实现国家治理体系和治理能力现代化的关键在于提升国家的政策能力,而政策能力提升的前提和基础则是政策主体系统和政策决策机制的优化。其中,新型智库在治理体系和治理过程中必然发挥着越来越重要的作用。[方法 /过程]从治理的视角来看,新型智库参与公共政策制定的权力、能力和影响力源于权力主体的多中心化、权力关系的协作性和权力运行的公开化。但是,我国公共治理体系中依然存在权力壁垒、信息孤岛和权力垄断的现状,这制约和影响了新型智库在公共政策制定过程中参与权力、交往权力、信息权力和话语权力的实现。[结果 /结论 ]基于此,新型智库参与公共政策制定的制度化路径主要在于:突破权力壁垒,为新型智库参与公共政策制定扩大交往权力;打通信息孤岛,为新型智库参与公共政策制定提升信息权力;打破权力垄断,为新型智库参与公共政策制定争取话语权力。[Purpose/significance] The key to the modernization of the state governance system and state governance capacities lies in the promotion of the policy capabilities of the state, the premise and foundation of which is the optimization of the system of policymakers and the decision-making mechanism. Among them, the new think tanks will necessarily play a more important role in the governance system and the governance process. [Method/process] From the perspective of governance, the power, capacities and the infl uence of the new think tanks originate from the poly-centricity of power subjective bodies, the collaboration of power relations and the publicity of power operations. However, the power barriers, information silos and the monopoly of power that still exist in our governance systems restrict the realization of the new think tanks＇ participatory power, communicative power, informational power and discursive power in public policymaking. [Result/conclusion] Therefore, we need to break through the power barriers, information silos and power monopoly so as to achieve think tanks＇ communicative power, informational power and discursive power in public policymaking.
